The Government of the People’s Republic of China has received a loan from Agence Française De Developpement (AFD) to finance Wuhan Existing Public Buildings’ Energy Rehabilitation Programme (thereafter called the “Programme”), and intends to apply part of the proceeds of this loan to payments under contract for design and construction of Wuhan municipal administration bureau office building, Wuhan municipal audit bureau,Wuhan water works bureau,Wuhan public security bureau,Wuhan municipal audit price bureau,Wuhan municipal construction management office building,total six office buildings energy rehabilitation program.
INSTRIMPEX International Tendering Company entrusted by Wuhan Urban Construction Utilization of Foreign Investment Project Management Office (WUCUFIPMO), now invites eligible bidders to submit bids.
The turnkey service for the Wuhan municipal administration bureau office building, Wuhan municipal audit bureau,Wuhan water works bureau,Wuhan public security bureau,Wuhan municipal audit price bureau,Wuhan municipal construction management office building,total six office buildings , energy rehabilitation program, undertaken as an Energy Performance Contract project, includes: (a) undertake the design & construction service on the basis of preliminary design. The retrofitting work includes structure of exterior wall, HVAC system, hot water supply system, power supply and distribution system, lighting system, and monitoring & control system. The project covers a total area of 92049 square meters and the construction period will last for approximately 150 days； (b) guarantee to achieve the required energy saving amount； (c) provide technical service and support, includes the training towards all levels of energy efficiency management staff.
The bidding process will be conducted in accordance with the procurement procedure regulated by AFD.
Interested bidders may obtain further information on the bid form and inspect the bidding documents from 9:30a.m. to 11:30a.m. (Beijing Time) and 1:30p.m. to 4:30p.m. (Beijing Time) on working days from May 18, 2015 to July 6, 2015 (Weekend and holidays excepted) at the office of the Procurement Agent. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of USD400.- or RMB2,500.-(VAT included) for the documents. For mail order, an extra USD40.- or RMB100.- express mail postage shall be added to the total charges which shall be paid to the Account of Procurement Agent.
All bids must be sealed and delivered to Wuhan Construction Project Supervision Centre (Address: 4th Floor, Citizen Building, No. 117 Jin Qiao Road, Jiang An District, Wuhan City, China) on or before 09:30a.m. July 7, 2015, and will be publicly opened at above mentioned address at the same time.
The estimated date of Contract Signature will be September 18, 2015.

1、中华人民共和国政府已取得法国开发署提供的一笔贷款，用于武汉既有公共建筑节能改造示范工程项目，并拟将利用其贷款资金用于武汉市城管局、审计局、水务局、公安局、物价局、建管大楼节能改造工程的设计施工。
2、中仪国际招标公司受武汉市城市建设利用外资项目管理办公室的委托，现邀请合格的投标人提交投标文件。
项目建设内容：以“交钥匙工程”方式提供能源管理服务：①在初步设计的基础上进行施工图设计和施工，工程内容包括围护结构、空调输配与控制系统等进行节能改造，改造总面积约92049平方米，建设期约150天；②担保实现预定节能量；③实时提供技术服务和支持，包括针对各级能效管理的员工培训。
3、该合同将根据法国开发署规定的采购程序进行招标。
4、有兴趣的投标人可于5月18日—2015年7月6日（上午9:30-11:30，下午1:30-4:30）在招标代理机构洽购招标文件并获取进一步的信息。招标文件每份售价2500元（含图纸），售出后恕不退还。如采用邮寄方式则须另加100元人民币或40美元邮寄费并连同标书款一并汇至招标代理机构的账户。
5、投标文件必须以密封方式在2015年7月7日上午09：30前送达武汉市建设工程交易中心。武汉市建设工程交易中心地址：湖北省武汉市江岸区金桥大道117号市民之家四楼。业主和招标代理机构将于2015年7月7日上午09：30在上述地址开标。
6、本项目采购合同的预计签订日期为2015年9月18日。
