1. 招标条件
（一）项目概况：中国政府已从亚洲开发银行获得一笔贷款，用于支付亚行贷款2940—PRC黄石水污染综合治理项目的费用，并计划将其中的一部分贷款用于支付WW-E02，河西污水处理厂和3座泵站设备采购及安装合同项下的合格支出。中仪国际招标公司（以下简称“招标代理”）受黄石市城市建设投资开发公司委托，现邀请合格的且有资格的投标人就下列招标内容递交密封的投标文件。
The Government of the People’s Republic of China has received the loan from the Asian Development Bank, toward the cost of Loan 2940-PRC: Hubei Huangshi Urban Pollution Control and Environmental Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract [No. WW-E02] for Purchase of Equipment/Services and Installation for Hexi Sewage Treatment Plant and 3 Pump Stations.Instrimpex International Tendering Corporation (hereinafter called “Procurement Agent” authorized by and on behalf of Huangshi Urban Construction Investment and Development Company (hereinafter called “Employer”) invites sealed bids from all eligible and qualified bidders for under mentioned equipments/services and installation works.

*3. 投标人资格要求
a. 2011、2012和2013财年的净资产为正值。
b. 投标人近五年内（2009年至2013年）至少承担过2个与本项目类似的污水处理厂（日处理能力不小于3万吨）和泵站设备的合同，且上述2个合同系指①与本合同相类似的金额不低于3500万人民币或等值外币的供货与安装合同，或②同类型污水处理厂的建设和/或运营管理合同（第②条不适用国外投标人）。
c. 具有建设行业行政主管部门颁发的机电设备安装工程专业承包壹级及以上资质或机电安装工程施工总承包壹级及以上资质（国外投标人应提供书面文件说明其具备同等效力的资质）。
a. Net worth should be positive of finicial year 2011,2012 and 2013;
b. The bidder in the recent five years 2009, 2010, 2011, 2012 and 2013 shall have at least two contract of wastewater plant (≥30,000 tons/day) and pump station construction project of (1)similar sanitation equipment supply and installation works, the total Contract value shall not be less than CNY35,000,000 or an equivalent amount in foreign currency. or (2)just for Domestic Bidders, Construction and/or Management of a such wastewater plant.
c. Certification of “Electrical and Mechanical Equipment Installation Engineering Contractor Class I” or above; or Certification of “General Contracting of Mechanical and Electrical Installation Engineering Class I” or above (The foreign bidder shall issue a statement to certify that he had the same installation work’s qualifications of above mentioned.) Detailed qualification requirements are found in Section III of the Bidding Document
